Yes, there are currently restrictions on flights to Rabaul along with the rest of Papua New Guinea. Anyone arriving must self-isolate in a government approved hotel for 14 days. Travelers will be required to show evidence of their hotel reservation and approved exemption in order to purchase a flight ticket.
